Japan Highlights the Strategic Partnership
Japanese Prime Minister Sanae Takaichi also congratulated Modi and highlighted his long period of political leadership and his contribution to India's development.
Her message placed particular emphasis on the India-Japan relationship. Japan and India already describe their ties as a Special Strategic and Global Partnership, covering areas including economics, technology, security and regional cooperation.
The timing is also important. India and Japan are approaching the 75th anniversary of diplomatic relations in 2027. Takaichi indicated that both countries intend to strengthen cooperation further, including their shared strategic interest in a Free and Open Indo-Pacific.
This suggests that the 25-year milestone is not simply being viewed as a political anniversary. For India's partners, it is also an opportunity to reaffirm long-term diplomatic relationships.
Bhutan Connects Modi's Leadership With Bilateral Ties
Bhutanese Prime Minister Tshering Tobgay offered a more personal reflection on Modi's political journey. He highlighted Modi's years in Gujarat as well as his later national leadership and referred to India's support for Bhutan's development.
Tobgay also pointed to the close relationship between India and Bhutan, including the "B4B" concept — Bharat for Bhutan and Bhutan for Bharat. Modi has also received Bhutan's highest civilian honour, the Order of the Druk Gyalpo.

Scientific achievements, digital infrastructure and India's expanding international engagement were also included in the government's assessment of the 25-year period.
