Surge Pricing Adjustments
Under the updated guidelines, ride-hailing companies can implement surge pricing up to 2x the base fare during peak hours. This change is designed to incentivize more drivers to be available during times of high demand, thereby improving ride availability for passengers.
Cancellation Penalties
To address the issue of last-minute cancellations, the government has introduced penalties for both drivers and passengers. Drivers who cancel rides without valid reasons will incur a penalty of 10% of the fare, capped at ₹100. Similarly, passengers canceling rides may also face penalties, promoting accountability on both ends.
Mandatory Insurance for Drivers
The guidelines mandate that all aggregator-linked drivers must have health insurance coverage of ₹5 lakh and term insurance of ₹10 lakh. This provision aims to enhance the welfare and security of drivers operating under these platforms.
Regulation of Base Fares
State governments are tasked with setting base fares for various vehicle categories, including taxis, auto-rickshaws, and bike taxis. In the absence of state-defined fares, aggregators must submit their proposed base fares to the respective state authorities for approval.
State-Level Implementations
Maharashtra has taken proactive steps by approving the Aggregator Cabs Policy 2025, which caps surge pricing at 1.5 times the base fare and allows up to 25% discounts during off-peak periods. The policy also introduces penalties for unjustified ride cancellations and mandates safety measures such as real-time GPS tracking and police verification for drivers
Industry Response
Major ride-hailing companies have welcomed the new guidelines. Uber described the guidelines as a "forward-looking step toward fostering innovation and regulatory clarity," emphasizing the importance of timely adoption by states for uniform implementation.
Rapido also expressed support, highlighting that the operationalization of Clause 23 of MVAG 2025 permits the aggregation of non-transport motorcycles for passenger journeys. This move is seen as a milestone in expanding affordable transportation options, especially in underserved areas.
